  15. An "Ill Wind" Picks Up Speed

  17. <p>    More than two years after it began, the Justice
  18. Department's investigation into the Pentagon bribery scandal,
  19. code-named Ill Wind, may finally be poised to blow in some major
  20. indictments. Charles Gardner, a former top executive of Unisys
  21. Corp., pleaded guilty last week to bribing former Assistant
  22. Secretary of the Navy Melvyn Paisley in return for Paisley's
  23. help in winning at least $194 million in contracts on the Aegis
  24. electronic-warfare system.

  26. <p>    Gardner says he arranged for the purchase at an inflated
  27. price of a vacation condominium that Paisley owned in Sun
  28. Valley, Idaho. Prosecutors say the payment -- about $149,000 for
  29. a condo later sold for $100,000 -- constituted a bribe. The
  30. money came from a secret $5 million fund that Gardner set up
  31. with Unisys money and devoted to bribery and illegal campaign
  32. contributions, as well as his personal use. He allegedly
  33. replenished the fund by charging the military for consulting
  34. work that was never performed -- which would mean that the
  35. Pentagon unknowingly supplied the money to corrupt its own
  36. officials.

  38. <p>    No charges have been brought against Paisley, who has
  39. denied any allegation that he was knowingly bribed. But U.S.
  40. Attorney Henry Hudson promises that the cooperation he expects
  41. to get from Gardner, as well as from two associates who were
  42. also charged, "will move this investigation forward at a
  43. tremendous pace." Declaring itself "outraged," Unisys announced
  44. its intention to sue Gardner, who was forced to resign last
  45. March.
